Closed meeting - issues
In the interest of catching up on a long list of perpetually tabled agenda items, the programming committee cancelled it July 15th meeting and scheduled a closed retreat on July 20th.  In the interest of transparency, the programming committee will allow time at its August 5th for public comment.

Minutes
Ananda will post the minutes of this meeting to the programming committee page of the website.  Deborah will send them to the on-air email list.

Orientation / keys & codes
Orientations can be begin on July 24th.  We are scheduled to go back live on Monday 28th.  Programmers will need to go through an orientation, then get a new key and alarm code.  Orientations will be broken down into time slots related to day of the week, daytime/nighttime, with programmers assumed to be available for an orientation on the day of their program.  If they cannot make that time then they can make it to another scheduled orientation.  Day captains or day captain surrogates will call each programmer with this information.

Absentee policy
motion: accept the new absentee policy as written.  approved unanimously.
“By applying for a show on WBCR-lp, you are committing to a minimum of four months of regularly scheduled broadcasts.  WBCR-lp expects that programmers provide continuity in programming for their audience.  Frequent or long-term absences detract from the quality of our programming and break trust with the listener.  WBCR-lp understands that from time to time a programmer may be unable to do their regularly scheduled program.
In such situations, programmers are required to notify their day captain no less than two days (48 hours) before any interruption to their regular schedule/programming arrangements.*  With the rare exception of emergency situations, a regularly scheduled program should not be replaced by random automation.
Programmers are encouraged to: 1.) make a request for a fill-in host for times when they are not available to host their own show; 2.) prerecord a show to be aired during their regular timeslot and speak with their day captain about how to get into the system; or 3.) to select a previously broadcasted show for rebroadcast.  When rebroadcasting old shows, programmers should consider removing out of date public service announcements and adding a segment at the beginning of end of the show indicating its rebroadcast status.  Old shows should not be rebroadcast over and over and over AND over again.
Programmers that rely heavily on fill-ins and rebroadcasts may not be granted a time slot for their show in the following term.  Programmers who miss half of their shows in a term will not be granted a show the following term.  As always, exceptions can be made but should discussed with the programming committee.
*Programmers failing to do so will receive two policy violation warning points.  Programmers with nine policy warning points in a 24 month period are removed from the air for a term.
