1. Policy Enforcement Rules:
A Vote was held on making Legal ID and Commercial Speech Major or Moderate.
Result:

Interfering with another scheduled program (live or automated)

All violations are logged in Programmers’ files.
3 points—written warning to programmer.
5 points—warning and suspension of clearance for 1 show.
9 points—Suspension for the rest of the term and the following term (with appeals process)

Ben will track down the FCC commercial speech guidelines and circulate to the PC as a start to the “Commercial Speech Guidelines” that we need to develop before we fully implement the “Commercial Speech Violation” penalty.
2. Sponsoring a Program.
Discussion on the current permutations of program sponsorship.
First training session is a content training. Any presenter of recorded material should at least have this training unless another programmer is taking responsibility for content.
Paperwork out of order on most syndicated programs. Effort begins to shore this up:

War News Radio is sponsored by a member who is not cleared programmer
Need paperwork on DN Spanish Headlines
Need updates on DN (Ben will Sponsor since Mickey left), FSRN, Bad Cop
3. Complaints/Comments.
- Alice indecency incident on 5/25 needs warning logged in file under existing FCC consequences policy (Ben will talk to Alice)
- Judy Rosley caller incident on 6/2. Nick called immediately after and will followup. Probable 1st FCC violation
4. Tom Knight was volunteered to run the next meeting.
Other actions:
* Cooperation between CTSB and WBCR—we are allowed to record from CTSB equipment setup with prior approval through Nick (in his CTSB role).
* The Bridge—Ann will setup meeting with new probable Bridge kids. Most likely biweekly middle school program will alternate with new High School program by current Bridge Kids
* Scott will send email to onair list about PSA Requirement.
* Application deadlines for next term—Set July 15 as deadline for new apps to get on October schedule. Continuing apps are due August 1st as decided upon previously.
